Add new generic document type

Adds a supported generic document type to the specified Peppol participant.

Before calling this endpoint, you must have an active
PEPPOL_DOCUMENT_RECEIVED webhook configured.

The document type identifier, in format scheme::value.

Scheme is always busdox-docid-qns, except for PINT document type identifiers, which use peppol-doctype-wildcard.
